Since its incorporation 40 years ago, the Village has continued to prosper each year by following a progressive land use development plan, resulting in controlled, orderly growth. Today, the Village is home to more than 550 business and industries and 38,000 residents living in 12,000 dwelling units.

The annual Median Family income for 1997 was $69,464. Because of a strong industrial and commercial base, the Village has been able to offer its residents a full array of municipal services without levying a local property tax. Carol Stream offers its residents modern schools, a large modern park system, a recently expanded full-service library, state-of-the-art medical and emergency services and a strong faith community representing many denominations.

In 1986, the Village of Carol Stream was designated as “Illinois’ 21st Certified City.” This prestigious title was earned in recognition of the Village’s proven ability to integrate all aspects of a full-service community that promotes quality living for its residents. The Village successfully re-certified in 1991, and in 1993 was selected as one of five Illinois communities to participate in a partnership with the State of Illinois in the Community Based Industrial Retention Program. The program’s focus requires the Village staff to establish a partnership with business and industry in support of the State’s business expansion and retention efforts.

The Village of Carol Stream recognizes the importance of actively strengthening its business sector in support of their role as the primary economic foundation of the community. Carol Stream is proud of its long-standing relationship with its business partners, a relationship that dates back to its incorporation in 1959. The Village’s participation in the Community Based Industrial Retention Program renews its continued commitment to fostering competitive economic growth within the industrial and business community. The Village does not levy a local property tax. Village services are funded from a utility tax on telephone, natural gas, and electricity bills and from state shared sales, income, and motor fuel tax revenues. The Village’s commercial sector has 1,359,625 square feet of existing building space while its industrial sector has 16,396,217 of existing building space. The Village has 155 acres of zoned commercial land and 287 acres of zoned industrial land available for development. The spacious industrial parks promote separation of industry from existing residential areas of the village.
